Job Summary Under the direct supervision of Project Manager, the Protection Officer will support and work in close collaboration with the Protection team, and other EQ program technical teams and MEAL Team. S/he will be responsible for YSYD Protection team’s service mapping, case management supervision and management of internal and external referrals, follow ups and feedback mechanisms in all around Turkiye.

Scope of Work and Basic Job Duties:
The Protection Officer will be responsible for the tasks detailed below, within the authority and responsibility delegated to her/him: • Evaluating the needs of the beneficiaries registered to Protection unit, • Supervising the preparation of modules to be used in group sessions, • Organizing individual (one-to-one) or group sessions, programs, and making the relevant needs assessment, preparing and implementing an intervention plan, when necessary and appropriate, within the field office or home visits, • Designing and coordinating programs to meet the specific needs of extra-vulnerable groups (persons affected and at risk of Gender-Based Violence, Persons with Disabilities and Caregivers of Persons with Disabilities), •Joining case committees of high vulnerability cases such as GBV, child protection, human trafficking, etc., and assist in the production of case plans as required by the committee, which comply with YSYD CM SOPs and services procedures, • Working with coordination of other units within the organization, • Supporting team management in developing a weekly program for Protection team, • Preparing daily, weekly and monthly reports on the number and identification of cases by age and gender, using the provided spreadsheet program and collection tools, • Keeping a record of the case management and raising awareness sessions given in the program files, •Contributing to Protection analysis, research and documentation activities, •Participating in training, supervision and team meetings, •Ensuring data entry of the Protection activities conducted and supervised, •Identify and map organizations (including their particular services and selection criteria, focal point contact info etc.) operating in all around Turkiye & Syria, •Develop and regularly update detailed service mapping for services in Turkiye. •Consult, coordinate and work closely with other teams of YSYD during service mapping exercises designed to identify assistances available from the statutory entities including municipalities, •When working with organizations, understand and work with the legal and statutory frameworks, agreed on priorities, and YSYD CM eligibility criteria to support clients with protection concerns to access statutory social work services, •Ensure case plans are designed to promote sustainable coping mechanisms and empowerment through goal setting and action planning, • Prepare and submit weekly, bi-weekly, and monthly progress reports as requested by the Project Manager, •In coordination with the Project Manager, attend monthly and/or periodic provincial-level Working Group meetings to follow developments at the field level, •Discuss program and field-related issues and challenges, work on the solutions, and strengthen the inter-agency and inter-departmental linkages, •Build positive and functional relationships, through regular liaison, with the governmental and municipal entities, (I)NGOs, and UN agencies, •Act as the focal point for YSYD’s Protection referrals, •Follow up with the referral focal points, and record regular updates on the progress and status of the cases received from the external organizations, •Ensure Code of Conduct, PSEA and Child Safeguarding standards and Protection Mainstreaming are understood and met by Field staff and partners, in collaboration with the Focal Point, and program teams, •Actively introduce and promote YSYD services with the local, national, international NGOs, local CBOs and UN agencies in Turkiye, •In case of temporary/permanently leave situation, Handover Report will be filled out and submitted to the relevant departments, •Other duties as assigned by the supervisor to enable and develop YSYD programs. | |
Required Qualifications/Skills: • Having a Bachelor’s Degree in development studies or relevant technical field (e.g., social work, social sciences, psychology, management, or related disciplines), • Minimum 3 years of experience with vulnerable groups, • Minimum 3 years of field experience in a multicultural environment, • Minimum 3 years of work experience preferably in a not-for-profit humanitarian organization, • Minimum 2 years’ experience in a related position involving case management, referrals, and engagement with governmental departments, • Having experience of working with individuals affected from Gender-Based Violence, • Having experience working in case management, individual and group sessions, • Having experience of working in a team, • Ability to work in coordination within a team structure, to cope with a flexible and stressful workload, and to work with limited resources, • Skills in assessment, and analysis; including protection risk analysis, and case planning to meet the needs of protection service users and create imaginative and innovative case plans, • Ability to effectively communicate with community members, identify risks, de-escalate tension (when appropriate), and act in accordance with YSYD Risk Management SOPs, • In-depth knowledge of key GBV and child protection assessment frameworks, • Knowledge of legislation relating to Data protection, • Conceptual thinking – the ability to identify patterns or connections between situations; identify key or underlying issues in complex situations and resolve these by using creative, conceptual, and inductive reasoning, • Information seeking and interpretation – an ability to elicit basic information and probe for further facts through a wide range of information-gathering skills. Flexible, and willing to learn from others, • Management of self-works on own initiative, prioritizes, works under pressure, and manages time effectively, • Strong communication skills, • Ability to establish and maintain effective and productive working relationships in a multi-ethnic, multi-cultural and multi-disciplinary environment, • Strong problem solving, coping with stress, communication, time management, organization and facilitation skills, • Being flexible and sensitive, • Being open to experiences. Language Skills: Turkish and English language skills are needed. Farsi language skills are asset. Computer Skills: Microsoft Office, Zoom, Kobo, Skype and Google tools
Additional Responsibilities: · From time to time, the relevant position holder may be asked to perform additional duties at a reasonable level for works and transactions in the humanitarian field, in line with their skills and experience level. | |
